Project management officer (PMO)
Summary
Our client, a globally renowned leader in advanced railway and transportation solutions, is seeking an experienced Project Management Officer (PMO) / Project Planner for a 3- to 4-month contract in Hong Kong to support a major, high-value railway signalling bid. In this role, you will develop complex project schedules and resource plans using Oracle Primavera P6, ensuring alignment with NEC4 contract standards and realistic timelines. Collaborating with engineering, commercial, and bid management teams, you will identify scheduling bottlenecks, drive risk mitigation, and contribute to a competitive, compliant, and actionable bid plan within a fast-paced, innovative environment.
Responsibilities
- Schedule Development & Management: Create, baseline, and maintain comprehensive project schedules for the signalling bid using Primavera P6.
- Bid Support: Collaborate closely with the bid management, engineering, and commercial teams to accurately forecast timelines, resource allocation, and project milestones.
- Contractual Compliance: Apply your knowledge of NEC4 contract standards to ensure all planning, scheduling, and risk management activities align with contractual obligations and early warning mechanisms.
- Progress Tracking & Reporting: Generate detailed schedule reports, Gantt charts, and critical path analyses for internal stakeholders and management review.
- Risk Mitigation: Identify potential scheduling bottlenecks, schedule variances, and resource constraints early in the bidding phase, proposing actionable solutions to keep the bid competitive and realistic.
Requirements
- Experience: A minimum of several years of proven, hands-on experience working as a Project Planner, PMO, or Scheduler in complex engineering, infrastructure, or construction projects.
- Software Proficiency: Expert-level proficiency in Oracle Primavera P6 is strictly required.
- Contractual Knowledge: Demonstrated working knowledge of NEC4 (New Engineering Contract) frameworks and how they apply to project scheduling and progress updates.
- Industry Knowledge: Familiarity with railway signalling systems or general knowledge of Hitachi Rail's portfolio and operations is highly beneficial, though not a mandatory prerequisite.
- Soft Skills: Strong analytical skills, excellent attention to detail, and the ability to communicate complex scheduling data clearly to non-technical stakeholders. Ability to thrive under the tight deadlines typical of a bidding environment.
